Plain sweet biscuits are wine biscuits, digestives, graham crackers etc. It doesn't matter too much as long as they are plain not flavoured like ginger, chocolate etc.
Caramel condensed milk is condensed milk that has already been boiled. You can make your own by boiling a tin of condensed milk (unopened) in a pot of water and simmer for a couple of hours topping up the water as needed. A substitution is dulce de leche which is available in jars at supermarkets and gourmet food stores.
